The Treaty of Beijing, more formally titled as the Treaty of Surrender of the Eurasian Soviet Powers to the Anti-Authoritarism Treaty Organization, is a July 5, 2041 document signed in the city of Beijing that formalized the surrender of "surviving" members of the Eurasian Soviet government to the Anti-Authoritarianism Treaty Organization at the close of the Third World War. The signing of the treaty and its entrance into force at noon of the same day is considered by most historians to be the end of the war.

The treaty established certain rights and obligations to the newly-independent Eurasian states, which were divided by the victorious powers along the internal Soviet borders that most closely resembled their national borders before the formation of the Eurasian Soviet. Among those obligations were proportionate-to-GDP reparations to be paid to the South Asian Free States and United States of Western Europe, which the majority of AATO member states saw as the unjust victims of aggression. The treaty also left provisions to allow AATO peacekeeping inspectors on the ground in these new independent states and formalized the process for the establishment of national governments, including requirements for those governments to legally declare themselves independent from the AATO inspection process after their preparations were paid.

Additionally, the Treaty included a proviso limiting the form and manner of space missions by the states subject to the treaty to unmanned flights no higher than one-half the mean lunar orbit.

Controversies

Some factions within the AATO, and later Western Sphere Hegemony, felt that the 2041 Treaty of Berlin did not truly end the Third World War. Prior to taking Beijing, a group of Eurasian Soviet leadership officials known popularly after the fact as the Big 20 fled Beijing and escaped prosecution and capture. This was especially true of the Free Market Block, who held on to their state of war with the Eurasian Soviet until 2067, with their assession into the Western Sphere Hegemony conditioned upon declaring the territories formerly known as the Eurasian Soviet on earth separate from the surviving Soviet in exile.

At the time, many organizations and individuals, including Project Clarity, protested against the conditions of the treaty. Some cited the reparations and puppet state provisions as being too similar to previous treaties such as the Treaty of Versailles, potentially creating the conditions for the next major global conflict. Others viewed the spaceflight provisions as a cruel and unusual punishment following the Soviet Flight to the Moon and escape of the Big 20, though the later Cairo-Lebvedev Agreement both ratified the treaty in the eyes of the Eurasian Soviet-in-Exile and established a working relationship for "essential supply" between the African Confederation of the Western Sphere Hegemony and the lunar soviets.
