The United States of Western Europe was a supranational organization, and later unified polity, formed by the members of the former European Community in the wake of the political upheavals caused by immigration following the Pripyat Incident and the reorganization of the USSR and Communist China into the Eurasian Soviet. Considered a parity power to similar organizations like the African Confederation, Oceanic Econo-Political Union, and South Asian Free States, the USWE was effectively a second level of federal government that united the independant republics of western europe, like those of France, Spain, and the Republic of England, Scotland, and Wales. The formation of the USWE was formalized when the RESW created a majority of ratifying states among the signatories of the Constitution of the United States of Western Europe in 1993.

Unlike the other Parity Powers, the USWE was deeply friendly with the Free Market Block, in part from their shared history during the Second World War. However, it never formally joined the Block, given rhetoric from the Eurasian Soviet that usually threatened nuclear war if the USWE formally joined the war. Prior to the Third World War, the USWE operated from a position of disadvantage having recently lost the North African Wars of 2035. A Eurasian Soviet invasion of the USWE was largely successful until the USWE then joined the Anti-Authoritarianism Treaty Organization. At the same time, USWE forces are largely credited with ending the war in Europe via a campaign that culminated in the Duel Over Moscow.

The USWE did not initially join the Western Sphere Hegemony when it was formed, owing to what they felt was insufficiently deferential treatment when they were unable to secure additional privileges for USWE member-states within the WSH framework, and instead joined the Free Market Block in 2045, and later joined the Western Sphere Hegemony with the rest of the block. However, a clear cultural divide remained, and even as late as the Mars Conflict, the USWE is often viewed as a distinct polity within the Terran Hegemony.
